The Congress Square was built in 1821 during the congress of European Holy alliance. In 1928-32, Plečnik paved the square with big concrete slabs and placed the sign of the Holy Trinity (made in 1722 in front of the former St Augustine church in Ajdovščina) in the conclusion of the square - in the axle of the Ursuline church. The pavement is no longer preserved.
At the same time as the Congress Square, Zvezda Park was built in 1821. Plečnik was in charge of its renovation; he corrected the geometrical paths, planed to replace the chestnut trees with plane trees and placed concrete boundary stones around the park. But it was only partially realized.
In 1936, Plečnik made many plans for the monument to King Alexander shaped like propylaeum, but it was never made. In 1937-38 he put a weather house in the efflux of Vegova street. During the war, the renovation of the park was under supervision of his pupil Boris Kobe (he made the fountain in 1940). The monument to women's demonstrations was put in the park after the war.
